- PROGRAMME: The programme should offer a variety of events celebrating the diversity of the Euro-Mediterranean region. Local authorities should organise these events with the support of cultural institutions, schools, and universities, highlighting cultural involvement, activity diversity, and promoting local cultural heritage. The program should culminate in a large celebration on the Day of the Mediterranean, with a strategic and consistent approach and a proven ability to deliver quality events.
- EURO-MEDITERRANEAN DIMENSION: To attain the title of Mediterranean Capital of Culture & Dialogue, it is imperative to prioritise local and regional efforts. Addressing challenges faced by the Union for the Mediterranean (UfM), involving artists from the region, and seeking international partnerships are all key components to a successful bid. It is important to note that two designated cities must collaborate effectively but are required to submit separate applications independently. Any past cooperation agreements should be referenced as applicable.
- CIVIL SOCIETY ENGAGEMENT: The participation of the local civil society in creating and carrying out the program will be a crucial factor in determining the award. We highly appreciate partnerships between local authorities and at least one civil society organisation that is a member of the ALF National Networks.

Celebrating hinterlands, exploring the depths of the Mediterranean region
TETOUAN, Morocco
Tétouan, a UNESCO World Heritage Site since 1997 and a member of the UNESCO Creative Cities Network since 2017, is poised to become one of the Mediterranean Capitals of Culture and Dialogue in 2026. With its rich history as crossroads between Africa and Europe, Tetouan has long been a hub of cultural exchange and coexistence. Known for its plural identity, the city has been a symbol of tolerance, peace, and dialogue between civilizations. Its strategic location near the Strait of Gibraltar, historical landmarks, and vibrant cultural heritage make it an ideal capital to foster intercultural understanding and celebrate Mediterranean diversity.
MATERA, Italy
Renowned for its transformative journey towards a thriving European Capital of Culture in 2019, Matera is now aiming to become one of the Mediterranean Capitals of Culture in 2026. Drawing from its rich heritage and the success of its 2019 cultural programme, Matera is eager to share its legacy of inclusivity, social integration, and artistic collaboration. The city’s proposed 2026 programme, titled “Terre Immense”, highlights the Mediterranean’s deep cultural and historical connections, even in areas without direct access to the sea. Matera will bring together diverse communities from southern Italy and beyond, fostering dialogue, knowledge sharing, and creative innovation across the Euro-Mediterranean region.
